The Goa Government is set to roll out an AI-based real-time attendance management system for the Directorate of Panchayats (DOP). The initiative aims to monitor employee attendance using facial recognition, thereby curbing malpractices and streamlining service delivery to citizens.

Goa Electronics Limited (GEL), the state’s nodal IT agency, has been tasked with implementing the project. As per the government’s directives, GEL will be responsible for the end-to-end execution of the project, including the selection of the implementing agency, project planning, delivery and overall monitoring.

The AI system will work on Android, iOS, and web platforms, making it accessible across devices and enabling real-time monitoring from remote locations, a senior official told The Times of India (TOI). The attendance data will be available to DOP officials for administrative decisions, improving accountability within the department.

The government recently filed a Request for Proposal (RFP) inviting tech firms to participate in the project. The key objective is to replace traditional attendance systems like paper registers and biometric fingerprint scanners with facial recognition technology. The system is designed to prevent buddy punching, a common malpractice where one employee marks attendance for another.

Furthermore, the system could also function offline, which is crucial for offices in rural and remote areas with poor internet connectivity. 

This new AI approach aims to reduce long-term costs related to hardware, maintenance and technical support. Moreover, the system is expected to generate daily, weekly and monthly attendance reports, helping department heads track employee performance more effectively.
